That depends on your HOA rules. Most require major changes submitted, however, adding new plants in an existing garden bed does not usually require approval.
This area has three primary types of grass; fescue, Bermuda & zoysia. Bermuda & zoysia both go dormant after the first frost which means it turns brown. It will begin growing again in late April.
